Golden Age noncostumed FC's

Some of these characters had their own strips, some of them were
supporting characters.  I have avoided private detectives, thinking that
they would be too similar in theme to the All-Stars, except when they are
members of a costumed character's supporting cast.
Keep in mind that Plastic Man is the All-Star's FBI liaison; they could
conceivably have liaisons to the district attorney's office, the police
force, and a press officer.
