The Diverging Points of Giant-Size Fantastic Four #2 Earth-616 Willie Lumpkin is tricked by Tempus and travels through a time in the 1920's prior to Elliot Ness beginning a case to stop Al Capone and his mobsters. Lumpkin then joins with that era's Chicago mobsters and provides them with information which enables them to corner the Stock Market. After he has gone back to Earth-616, the mobsters gain control of society. An Untouchable View of Excalibur #44 Elliot Ness and his "Untouchables" fail to bring Al Capone and his mobsters down, with the result that the eighteenth amendment to the U.S. Constitution, which prohibited the sale of "intoxicating liquors," is never repealed. Capone and other members of organized crime continue to gain money and power by bootlegging alcohol and setting up casino gambling empires. Eventually, even murder is considered legal worldwide. Brius Capone, Al Capone's grandson, begins his career as Enforcer Capone after a visit from Merlin and Roma. Enforcer Capone then travels to Otherworld as a jury member of Earth-616 Captain Britain's trial. He along with other jurists declare him to be guilty. Sliding the Greatfellas Times On Sliders television episode "Greatfellas", the Sliders team of Earth-Prime slides into this world and discovers this Earth's results. The San Francisco skyline now looks similar to Las Vegas, former American President (and now California Governor) Ronald Reagan dismantled the federal government during his term at the office, in an attempt to return autonomy to the states, with the result that California, Nevada, Washington and Oregon seceded from the Union in 1997. Nevada is controlled by the Dabell family while the Greenfeld Family rules California, Rembrandt Brown of this Earth is FBI Deputy Director and head of group of agents known as "The Incorruptables" to carry Elliot Ness' legacy, and former government informant Mel Torme (on Earth-Real, he's the father of Tracy Torme who co- created Sliders television series) is a country & western singer who's currently on tour with Wynonna Judd. The Sliders have somehow disrupted the wedding with a member of the Greenfeld Family and a member of the Dabell family and let the mob war to go on until Rembrandt of this world finds a way to stop it.
Note that on the production script of that episode, gambling, drugs and gun possession are also illegal on this world.
As for this Earth's media properties (other than Mel Torme and Wynonna Judd), Casino, Goodfellas, and the Earth's sequel flick Return of Greatfellas are shown to the Disney Channel along with other gangster-gelated programs, and some public phones are actually an amalgamation of phones and slot machines. Elliot Ness was in Amazing Spider-Man #200 in a fb. He was shown arresting Dutch Malone. Other than that, another organized crime dominated Earth was seen in the 1980's or 1900's Black Terror limited series by Chuck Dixon. On that world, Capone was not arrested, and as a result, organized crime gained an appreciably stronger foothold. [SubNote from Mikel Midnight: it's a shame it's a Nedor character, or else I'd nab this for the timeline. If it were Ace, Centaur, Fox, or Holyoke the Marvel multiverse might conceivably have a claim on it.]
